In how many years do I have to pay property tax

In 2013, I was billed property tax with retrospective effect from 2010. I made this payment and have proof of it. Last year (2015), the BMC bill stated that I have a previous due of the same amount. Since I had paid it, I showed the proof of payment and the person said he'd update their record. I again got billed retrospective tax. When I went to the BMC office, I was informed that I had paid it in 2013 but not paid it in 2014 which is why I need to pay again and this tax will be added every 5 years. Was the official taking me for a ride? or is he right?

Pay tax in time and save your valuable for nine time.
Officers duty is to informa you about the pendency of tax and to take revange for it.
iF you had paid your taxes in time then this time never comes on you. You need to pay tax as directed by officer.
