Taking into consideration your above facts.
If he is not paying rent to you . He may be booked for a criminal offense. You may give a complaint in writing to the police station for the same. If no response various legal remedies can be applied as per circumstances there after.

However certain legalities need to be examined according to your specific facts ,before filing a complaint.

Have you registered that rent agreement?
Have you mentioned the penalty norms in your agreement?
Have you registered you partnership firm?
What court process have you completed?
What action have you taken since from 2010? Why you silent up till now?
What is value of that property ? area in sq. ft?
Plz give details information to get proper guidance.
