Change in amount in registration draft

In allotment letter dated in 2011, the builder & me have agreed to pay legal & stationery fee of Rs. 10,000/- & Development charges of 3,10,000/- on possession of property. Till now this property rights have been passed on from 2 to 3 developers. The developer have given me a registration draft copy dated march 2017 & he is asking me to pay legal & stationery fee of Rs. 100,000/- & Development charges of 6,48,000/- on possession of property. I have not registered the property till today. Is allotment letter considered for registration? Can i win over this developer or should i blindly accept his terms & condition?

You can send the developer a legal notice demanding the registration. After that you should file a complaint in the consumer court under section 2 of Consumer Protection Act for deficiency in services.
