CGHS collecting money from us what to do

We have purchased a new flat in Dwarka. The main deal went well. Now to become member of this society we have paid one time fee, refundable security deposit and advance maintenance charges to CGHS. There is some amount of money CGHS was supposed to collect from the seller (previous owner of flat) as some type of exit fund. According to CGHS they announced about these funds in one of the meeting. In case previous owner denies to give it, is CGHS allowed to collect that from the new owner ? Can they stop us from entering our new flat ? Is there any law around this ? Any information is really appreciated.

No the said CGHS, can not claim it from the new owner as it is not your liability. Also, if you have purchased the flat and gave all the legit charges to the society, you are not required to pay any money further to anyone from CGHS in terms of the said due. Also, CGHS can not stop you from entering into your flat.
