Can mamledar give him permission to construct road from my land

my neighbor has applied to mamledar shirur, to grant him 10ft road from my agri land. he already has one road from the other side to go to his farm, but since it will be convenient for him from my side he wants road from there as well. Can mamledar give him permission to construct road from my land even if he has road from the other end. also can mamledar give road only from my land as the distance if more my almost 20R land will go for road. can mamledar not give road from other gat no which is closer n require less land acquisition. if he grant road what legal action can i take?
If your neighbour already has a road through which he can access his house then you can defend such application stating such fact and just because of his convenient, a road through your agricultural land shall not be granted.
