Property in name of sister, can she sell it without consent of others?

My father left a property in chawl on the name of my sister but he made a will that once the propert goes in redevelopment the house should be sold and money should be divided among all three of us. One my elder brother and second and thrid my sister and my self according to islamic shariya. the propert is legally on the name of my sister and we both are willing to sell it since it is now more than 3 years since the possession of redeveloped property. We have a agreement among ourselves that property should be sold with all three's agreement But now my elder brother who is residing with my sister at the said property is not showing any inrerest or inclination towards selling the property. he is not saying no directly but he is delaying things Now in this case can my sister who is the legal owner of the flat can initite and sell the property?
