Marriage is a very personal issue and anyone can change his/her mind at later stage. There is no way as such to make it bound able promise. Still if you want you can make a contract between him and yourself and produce the same later if he denied to marry you.

The elements of a promissory note or stamp paper involves tangible and materialistic things which are accepted on a legal BASIS IN common parlance. So a promise to marry which talks about sacrosanct institution cannot really be made to fit under the purview of a contract. So this proposition is itself very risky. But in case you have been in a domestic relationship with him there are other charges you can file in case he backs out of his promise. But these things are easier said than done.

It is advised not to rely on any thing written / committed in case of marriage issues. As nobody can be forced to get married against individual wish.
So it is best to rely on mature and trustworthy relations.
