Took advance not finishing the work, where to file the case ?

I had given a BANGALORE based company an order to build a software. However after taking 2 advance payments they are not finishing up the work. And they are not even refunding the money. I would like to know if I can file a case on them from DELHI, as I will be moving back to Delhi shortly. Moreover, the invoices and NDA agreement has my Delhi home address mentioned. Will it be possible for me to file case on them from Delhi?
Going by what you have shared herein and before advising further it would be useful if you could come up with that documents. Also seeing your case, the legal proceedings can be initiated in Delhi too.
