Paid for immigration but not provided what time limit for filing case

I have hired A Immigration Consultant for Immigration to Canada, After the payment of registration fee they started the evaluation and process but there was an initial delay for about 2 months from the company's side, by then i had some personal issues so I wanted to discontinue the service. Also they forgot to give a copy of agreement signed. I have tried to notify them but they have not accepted the refund request for last 1 year. Now when I have finally given a formal letter with request for refund as I have not used any services offered by them, they have started to behave strangely. They have started to blame me for all and telling me that I making false and baseless allegations against the company. They have also sent me a procedure of refund which does not state any time limit. I want to know does any law requires them to give me a time limit for the application for refund and the refund i possible under consumer act??
