No investigation done by police what remedy do I have?

I filed a criminal case against ICICI Bank,in connection with my pension, here in Belgaum court.admitting my plea court ordered Police to investigate the matter & register a FIR against ICICI Bank and its 13 directors.Though FIR is registered,the police is not ready to investigate the matter and asking me to withdraw case and go to civil court.This is all happening due to high level pressure from ICICI Bank on police authorities.So the IO without investigating the matter telling me that he will send back to court with the remark as 'civil matter'.What are the options for me now?
