Lack of service from Kerala SRTC Volvo Bus - Trivandrum to Manipal

Hi Sir, I booked a ticket for my sister from Trivandrum to Manipal in Kerala Transport owned KSRTC Volvo AC Bus. The bus started from Trivandrum on time, but failed to reach the destination within the stipulated time(6:00 AM). The bus had reached only Kasargod at that time and as it was a hartal day, they stopped the bus at Kasargod and asked the passengers to clear out and then move out of the bus. My sister who just joined college was unaware of the route and the next steps to be taken. We were undergoing a mental trauma as none of us or her friends were there to accompany her or to guide her. She then found an alternative way and took train to reach her destination. And finally when she arrived, it was late and she missed her class too. Is it possible to file a complaint against KSRTC for their deficient and negligence in maintaining a quality service? I could not imagine what would have happened, if my parents(Senior citizens) were in that bus. Please guide me.

You can certainly mover against the Kerala RTC, for not operating the service completely.
You are entitled for refund, since they have not arranged alternate arrangements to complete the service.
There is deficiency of service on the part of Kerala RTC for that you can file a consumer complaint against Kerala RTC, for a
a refund of the balance fare, towards the cost of alternate journey for causing mental agony and hardship.You can file this case before the District Consumer Disputes Redressal Forum, Trivandrum. Your sister can file the complaint against the Kerala RTC and on behalf of her you can file applications, adduce evidence etc, with an authorization filed in your favour by your sister.
