DJB demanding 35lakhs for new connection. Is this legal ?

dear sir, we are resident of a 25 year apartment, which is 3 story flat. DJB (Delhi jal borad) demand Rs 35 lakh for new connection as infrastructure charge. The infrastructure charge DJB demand fro plot size excess 200 sqm . our plot size is 3800 sqm but if consider per flat share of land that is 38 sqm. normal practice is if we go bulk buy it should be cheaper than a single connection. but in this case bulk connection is much costlier. can this infra charges legal?

If you have existing connection and you want to replace this connection in multiple flat the charges shall be as per the area of ground floor and various charges for new connection have been described in Annexure- II to III. those are the infrastructure charge, since your area is more 2000/Sq. Meter, hence your liable to pay as commercial charges not residential, Demand of Rs. 35 is exorbtan but it requires there is any previous dues or not.
