Case with Cars on Rent - How should I go ahead?

So carz on rent charged me 10000 rupees for booking a cab and mentioned that they will return in 21 days. After 55 days they are saying amount is refunded although it is not reflecting in bank and even bank said no. They say we have done everything from our side. Cars on rent : "This mail is regarding complaint for your booking xxxxxx. We have reversed the payment to your card and it must be in the bank suspense account" bank " We have traced it and it is not showing.Please reach out to cars on rent: I want to file a consumer case, how should I follow the process?

sir recently i have took a car for rent and i return the car on time and he didnt took any agreemnet and i paid money 2k for 1 day and on that day he told me that cars got some damage
