Builder not returning the advance paid post cancellation of plot

Dear Sir/Madam, First I would like to thank you for checking my question and giving your valuable suggestions. I booked a property (plot) from a builder in Madurai, for which I paid 2Lakh as an advance amount through my SBI cheque. Later, builder demanded 80% of the amount payment only through cash. I'm not interested in making cash payment so I declined this offer and asking him to return back my advance payment. Note that we haven't made any agreement for our booking. Builder has given me a note-book receipt for my 2Lakh advance payment. But now, he is refusing to pay back my advance amount. Kindly advice me the possible options for getting my money back from the builder. Appreciate your time in reviewing and reply back with your suggestions. Thanks,

1. Approaching the Consumer Court under Consumer Protection Act for deficiency of service by the builder
2. Approach the Civil Court for recovery of the amount paid to the builder and the third option is
3. To prefer a police compliant under the provisions of IPC (cheating and breach of trust)
