How to claim share in late father's FD

My father passed away 4 yrs back. He had an fd fr rs. 2 lakhs. We are five successors. We four brothers and my mother. My father did not mentioned any nominee. When we went to bank fr claiming fd amt. The bank personnel are saying that all the successors to be present. But one of my brother is refused to attend to bank and also to sign fr no objection. Keepin some other family disputes in mind he is bluntly refusing to claim the amt. My mother required money urgently as she has to meet her meffical expenses. How shld we four to claim the amt. Of our share

Mother is the class one legal hair to claim money after the death of her husband to receive benifits of her husband provide proper proof and claim money sons or daughter have no right. If reused file writ direction petition before concerned court.
