Share of property of demised brother among other brothers

My father is 3 brothers..two brothers A and B of them were married and one brother C is not having family.brother C made a will in which he has given half-half property to other two.but after 3 years brother C made another will and given whole property to brother B and neglected brother A and on the same day of will brother C died...now brother A and B regiestered case in tehsil and another case in civil court...so my question is- Is tehsildar have power to register the name of brother B?or tehsildar will wait for the order of civil court...till now property is registered on death brother.
If last will is registered then that is applicable on his property. And tahsildar will go in last registered will for his judgment. And in civil court if last will is registered then that will be stand valid in civil court to. If last will is not registered then registered will applicable for property.
