What to start a lucky draw, procedure for the same

We are planning to start two promotions inside Mumbai Airport : a. Lucky Draw Raffle for a premium car wherein passengers who wish to participate will contribute X amount for one raffle ticket, and end of the month through a lucky draw the winning member will get the car b. Spin-Wheel : A passenger can pay X amount to purchase a "Spin-Ticket" and he/she spins the wheel and wherever the arrow stops on the wheel he/she will get a prize or a discount coupon. Kindly guide what permissions will be required for these from which department and what would be the tax applicable.
You will be required to pay 18% GST that is cgst and sgst 9 and 9 percent. You may require permission from police, Airport Authority as well as may be from the Finance Department of the Maharashtra state government because your activity may be covered under sale of lottery tickets. You'll be also required to prove that your activity is not covered under gambling because gambling is prohibited by law.
