Clarification on submission of commercial property tax

Sir I have a ground floor shop in khan market and ndmc has asked me to pay 19 lac before 31 march 2017 as pending property tax of 5 years. I have requested them to allow me to pay them in 3 monthly emi march-may 2017 . the officer in charge has given permission verbally but I want it in written from them officially. So sir kindly tell me what will happen after 31 march .legally what is the process thereafter.
Sir , need to know u have recd the notice or not for the same, if u recd, than talk to the commissioner of NDMC, about the EMI and computation of the the tax. I think they will permit you for installments after waiving the penalty part of tax.
