Does issuing an NOC by a landlord for GST registration purpose by the tenant make a residential property having residential Agreement into commercial property

No, it is not like that, as you are thinking. Issuing a NOC by a Landlord for GST Registration purpose in favor of tenant or himself does not make a Residential Property into a Commercial one. However, in Societies, certain businesses for commercial purposes are allowed to be carried on from the Residential Flats or Premises.
