Salary Attachment order under Order31 Rule48 what to do legally

In execution of Money Decree ,the Munsiff directed the Branch Manager ,SBI ,who is not my DDO to deduct a certain amount from my salary and remitted to the Munsiff court.High Court did not accord a Stay but modified the said order by asking the Bank Manager to not to remit any money to the Munsiff court but continue deduction per month and keep in a miscellaneous account.The deduction has been continue till date and High court case under Article 227 is Pending. My question is 1)Whether the Munsiff is right in asking the Bank Manager instead of my DDO to deduct some money from my Salary ? 2)The bank itself situated outside the teritorial jurisdictions of the Munsiff court. 3) can I apply for a STAY ORDER at Supreme Court in case my case at Gauhati High court goes against me or prior to its judgement? Want suggestion from learned Advocates from SC
