RPWD ACT Special Court Access for Non Certificate persons

I have minor thalassemia, copd & autism so im not eligible for 40% disability required for certificate. I just want to know if i can still approach RPWD special court or transfer any case on me to the same if someone sues me in the future and if there are special lawyers for that court.
