How Can SC Dismiss the petition if RESPODENT (no is appeared from their end) is appeared in court, they should pass order with Ex-Party right ? correct me if I am wrong. SC served notices twice to Respondent(wife) and also to the Respondent Councilor (local court lawyer) also served notice but still no one is appeared in Court, but still how petition is dismissed? Is SC take action, updates with amendments only for women not for MEN? Where Men can reside then ?

That depends on the nature of the case under the classification of the case you approached the Hon'ble court. Usually, if the opposite party is not appearing despite the service, the court proceeds without their appearance and hears you. You are required to elaborate more on the matter.

Your Petition must have been dismissed on grounds or merits. It is very important to go through the Order/Judgement, before giving any suggestions or opinion.
But still, for your information, you must know that if your case has been dismissed and you feel your case had merits, you can challenge the same order through a Review Petition. Please contact me for more details.
