Drug Controller allowing psychiatrists use buperinorphine deaddiction

Drug controller and health dept India sent a letter to all manufacurers to supply buperinorphine with naloxone in doses of 0.5 and 2.5mg to psychiatrists for treatment of drug addiction.An individual from Punjab went against this order to punjab and haryana high court Chandigarh and got a stay in punjab while it is allowed in rest of india.Is it right case for relief from Supreme Court.

as you are saying tht an individual person from punjab has moved to panjab and haryana high court to obtain a stay gainst the order of government of india and drug controler of india and they hav e got the stay. and now the order is not at all valid in punjab and haryana and rest of india is totally allowed.so in this case it is a perfect case to get filled in supreme court to vacate the stay of punjab and haryana high court from supreme court of india.
