Can court responses meant for either parties be made public

In a case, if one party submits a response or document while the matter is ongoing, is it illegal for the second party to share the response publically? What is the severity of punishment in such cases

If such sharing it publicly causes defamation to you, you can of course sue him for defamation. If it causes you loss, you can surely file for compensation. So yes, you can surely file a Case for someone making details meant for court, public.

No it is not a crime and nothing illegal about it unless it leads to defamation of other party. Also since the matter is subjudice it is always advisable to desist from commenting on any aspect of the case publically
