Is it legal to start a Bike Taxi service in Kerala India?

Hi, I would like to know if it is legal to start a bike taxi service in India? If yes, does any states in India have a law against that? Consider Bike Taxi service will be provided as Call Taxi/Online Taxi services like Uber/Ola. Thanks
Hariyana and Goa are the only other State in India which have a bike taxi service.The bike taxi service would be faster and comfortable than any other mode of transport. The drivers are fully trained to carryout the rides by wearing uniforms for easy identification. But the present Motor vehicle act does not supported a bike taxi services . So a clarification from RTO is necessary for starting the Bike Taxi services.
