Rules for general candidate who are not economical stable

I want to know that which law/rule/institution help the general candidates when they dont get any economic/physical(like age, qualification marks, merit list etc.) relaxation just because they do not fall under any reservation due to the caste or having no real/fake affidavit of reserved category. I am not sure what is legal, but i think that right of equality also implies here. Please give just few seconds of your precious time and provide me the answer for this.
Our constitution provides reservation of socially backward class in educational institution and government jobs. Apart from this state government also has the power to make reservation for any socially backward class if the government thinks that it has not been equally represented. These reservation does not apply to any private college or private job opportunities.
