Regarding service rules of IIT Delhi violating the constitution

According to Schedule B of the Acts & Statutes of Indian Institute of Technology Delhi, employees are not allowed to (i) participate in politics or elections, and (ii) need prior approval from the authorities at IIT Delhi before submitting any article to newspapers. Are these rules (a) violating the constitution of India (e.g. fundamental rights), or (b) not in the Public Interest? Essentially some of the brightest minds in the country cannot contribute to politics, nor can they in any way criticize the government in power (as permission would normally not be given by IITD authorities).

These rules are framed as per constitution of India, Govt is within their parameters to restrict or abrogate certain Fundamental rights provided to the citizen of the country while in Government Service. These rules are applicable to every Govt employee may in any Govt department. If Any citizen wants to contribute in politics can do so after obtaining proper permission from the competent authority of the concerned department, which is normally declined or after quitting his Govt job.
