Office of State Information Commission rejecting my appeal

I sought RTI information with commercial tax dept on 19.08.14. As I did not get reply from PIO, I made an appeal to First Appellate Authority on 29.09.14.Even from Ist Appellate Authority I did not get any rply . So I made 2nd appeal to SCIC , Tamilnadu Information commission on 09.03.15 In response Asst. Registrar of SCIC himself returned my applcn as time barred. As per RTI Act Chpt 19 (3) SCIC can admit appeal after the expiry of 90 days if it is satisfied that the appellant was prevented by sufficient cause from filling appeal in time.pl suggest how to get information from SCIC.
File a second appeal with SIC. You must provide for grounds to explain the delay on your part and how the decision of the SIC was therefore unfair, arbitrary and illegal.
If this is to no relief then file an appeal with the CIC.
