How to deal with institute not conducting examinations

got admission in ba hons in the year 2015 in bss college supaul a constituent unit of BN MANDAL UNIVERSITY , so the point is the exam which should have been conducted on time after completionof 1 year bt its still has not been conducted tillnow 2017 without providing any valid reason so whats the right step/action should be taken against this?
You could file a writ petition in the high court against the arbitrary action and behavior. It would be advisable to file rti before that to collect information which can be produced in court as evidence

If the University comes under the definition of a public authority you can file an RTI asking for the reasons. Thereafter the RTI response (if satisfactory) can be used to complaint to UGC and other concerned departments for resolution of your problem.
