How to complaint against Iron factory in residential area?

My neighbor runs iorn factory & They makes Stone crusher machines. They makes lot of noise whole day and also they work late night. please suggest me any solution.
1. Firstly, You have to check out that the said iron factory is running with the prior permission of the local authority permissions , health department permissions , Local police permissions , relevant local NOC's etc.
2. If any of the permissions not having subject to running of the said iron factory , then you go to the local police station & written complaint against the brutal noise of such iron factory owner .
3. This is initial stage of complaint .
