How to approach PIO to retrieve information

Hey, I filled a rti against a corrupt lekhpal but the pio(thesildar) didn't give the information after a reminder so I filled an appeal in rajya suchna ayog .. But after 85 days he give a reply that ---information cant be given due to the causes of money loss , life loss reasons ---- SO I filed an another appeal in rajya suchna ayog with all the causes that was doing the violation of rti act and asked for proper and true information.. Now problem is even after 5 monts rajya suchna ayog is not putting rti on the weekly cause list so the pio can give information .. So what can I do so I can get info .. And the second question is that the lekhpal has been transferred by DM to another tehsil so should I ask for information to another tehsil ..? Or should I forward the rti with attaching all the previous rti documents to new thesildar

Dear friend, as per given details you filed an application to PIO and answered your questions in 85 days. If you didn't get your information within 30 days from date of application, you should send a first appeal to FAA (first applleate authority) with in 30 days after end of timelimit of PIO and then you should filed second appeal to SIC (state information commission), after the application of requested information to PIO you direct approach to SIC with your appeal it is going wrong and it is not maintainable. Now you second question regarding file a new application to a person based then you should sent your application to new posted place tehsil, you need not to annexed your old RTI responses with your new request.
