Civil Writ Petition against RTI 1st Appeal Reply

I want to file a civil writ petition in Delhi HC regarding a matter of RTI against 1st Appeal reply instead of filing 2nd Appeal before CIC (because CIC has waiting of 2 years in average, while my matter is ongoing where i need info). i want to know if it is possible ? Any precedence ? What is likely time taken and number of dates by HC in taking up and disposal of writ , after filing. What is procedure ?

ideally the court may not interfere in the matter because courts usually don't entertain the writ jurisdiction when there is a existing alternative remedy (section 19 (2)) in your case. however, if you are able to convince the court regarding urgency of the matter, your writ may be entertained and a notice may be issued to the concerned department who will then be given time to file it's reply on affidavit and thereafter the matter will continue as per the high court rules.
