Can third person file RTI

I filed an RTI to the municipal corporation asking about the proper registration and construction of a private school. In reply to my RTI the municipal corporation told me that they cannot provide me the information since i'm a third party. Can they deny to give me the information on this ground?
Any citizen can file an RTI application to seek information from the government department. There no law that prohibits the third person from filing a RTI.
