Can I get enquiry report of ragging through RTI

i am student .In my college a ragging took place.I am not involved in this.I lodged a RTI seeking enquiry report. SPIO rejected the information saying that it is personal information and it would cause unwarranted invasion in to privacy. 1)do I have the right to get information? 2)does enquiry can be treated as a public activity

The Commission referred to an earlier decision of the Supreme Court wherein it was held that names of the interviewers or the Members of the Interview Board cannot be disclosed as doing so, would expose them to danger to their lives or physical safety. Besides, it would hamper them in effective performance and discharge of their duties as examiners. The CIC ruled that disclosure of names of the complainants would expose them to danger to their lives and physical safety.
Therefore if the enquiry report is disclosed, it will also disclose the name of the complainants and it would expose them to danger to their lives and physical safety.

You can get a copy of the report. You can file a first appeal against the order of the public Information officer. The next step after the appeal would be to challenge the order of first appellate authority before the information commissioner.
