Can document can be asked from govt office through RTI

A document has been provided by the govt through its office and a fee has been fixed by the govt for getting that document from the office through a G.O. Now, can this document be demanded from that office under the RTI by paying fees applicable as per RTI and not as per the G.O fixing the fee for that document?

Yes it certainly can if the document comes under the ambit of a public document. However, if the document is one that has a prescribed fee for the document to be certified/attested by the government authority, then that fee will have to be paid.
