Can details of patient admitted in govt hospital be obtained ?

Is possible to get copy of inpatient details register through RTI from govt hospitals
Government hospitals are governed by RTI act and it is possible. Can you tell me whether the details of the inpatient are related to you or totally a stranger. How old is the inpatient case, as hospitals don't keep records after a certain period as they get destroyed.
