Witheld documents and asking full course fees

Am a MBBS student in govt. college in Punjab. I want to leave college due to personal reasons but Principal is asking for entire course fees or he'll not return my original documents.Acc to UGC colleges are not allowed to keep original certificates. Also no bond was signed or is applicable and neither is such a condition to leave course is mentioned anywhere.What should I do?
if the government institutions or their officers are not allowing you to withdraw from the institute or are not returning the original documents, you should file a case for getting your documents returned. Also check all the details related to admission and course fee,

It's advisable for you to first of all rather than going legally you should serve them a legal notice and in that notice you can write either stop all these harassment or face legal action which will be at your own risk. After that if they fails to give you a satisfactory reply then you can anytime send a complaint regarding your grievances in writing to the police station according to your jurisdiction.
