Where can i file a recovery suit for money lent to a friend

Hi- I lent a sum of Rs. 66700 to a person by swiping a Credit Card for him at Madan Collections, Allahabad. The date for the transaction was 13-Nov-2015. The person made all kind of emotional and false promises to return this by Jan-2016. I tried calling him on phone and asking about the money, but he didn't pick the call. Later There were SMS exchanges and he mentioned he he doesn't have the money. He accepted on SMS that he has taken the money, but cannot return. I am being told by people in Allahabad, that he has money and spending on all kinds of leisure. I would need help to get my money back. I have tried to engage a discussion to solve this amicably but this person doesn't seem to cooperate. Thank you.

Send the fellow forthwith a legal notice asking him to clear your dues forthwith. Incase he fails to repay despite the notice, lodge a FIR against him for unauthorized use of your card as also a recovery suit.

The case is very technical and need more relevent information. As you memtioned you made swaping in the favour of offender you have to atleast mention a cause to show your action. You raise the matter before local police or file application u/ 156(3)
