To get my original certificates from college after quitting the course

Sir iam studying b.tech 1st year in Andhra university which is affiliated to Andhra university.i decided to discontinue my engineering cause of financial problem.should I pay 4 years fee.I know Madras high Court passed a law.but is it implemented to a private college,which is affiliated to Andhra university.

The Madurai bench of the Madras high court has ruled that it is not illegal for a self-financing college to collect fees for the remaining years, in case a student leaves the course mid way. Justice K Ravichandra Baabu gave the ruling while dismissing a petition filed by a student seeking a refund for the amount she paid to a college on leaving the course. Yes, it is applicable to a self financing institution.
