Sold books but did not received the payment

I in allahabad(up)and sold the second hand books to a person.he lives in vadodara(gujarat).we agreed on price of Rs 5000.i sent the via speed post.now he is not picking my phone nor replying on whatsapp even after reading my messages.as a proof i have whatsapp chat on which he agreed to pay me a sum of rs 5000 and i have receipt of couriers. Where to lodge FIR in allahabad or in vadodara.what will be legal procedures.What are chances that i will win the case against him.what law says on this type of case.
As per the information you have provided, if you have the messages of him agreeing to pay you the amount once he gets the books then you can file a suit for specific performance. FIR is generally not filed in such types of cases. You can directly file a suit for non performance against the other person.
