Society Committee wants money w/o accounting

Internal n external. Repairs work undertaken by society, charges according to Flat area, I informed them of staggered payment, yet they imposing penalty, completed all Flat's EXCEPT MINE, and its a year I m running from pillar to post to Dy Registrar, municipality, etc to complain, they move to show work started, yet till date remains Incomplete, no resolutions were passed regarding penalty
Such issues in a housing society are common. Please share more details of your case so that you can be guided properly going forward without wasting any time in the matter. It is solely my personal opinion.
