Recovery of sales dues from State Govt PSU pertaining to F.Y. 2012-13

I am a proprietor of MSME concern supplying furniture to W.B. Govt Hospitals against invoices billed to The WBSIDCL. I haven't received payments of Rs 8 lac against invoices billed in F.Y. 2012-13 despite multiple letters and follow ups. Can I file a court case and get my dues with interest? How long will the case take to settle? All signed invoices with challans are in my possession.
if there is an arbitration clause in the government tender then we can directly go for appointment of arbitrator and then contest our matter. the order in arbitration cases are faster generally. however, time prescribed under law is of maximum 1 year.
