Recovery of money and credit card swipe for friend

Hi,
I need a legal advice on below -
Say, My friend took "Some" money from me on interest via bank/online transfer. later, he used my credit cards to get "X" money from me time to time via Rent pay apps. He couldn't pay back so revolving of credit card money is still keep going. He says he will return all money including credit card charges. Its been 2 years, this is still going on and now he says I will return money only when I will have money. He says I can't go legal against him. pls suggest
Well, of course, you can file a Civil Case against him for not paying your money back. Well, he is trying to break you, discourage you, so that, you cannot take any legal action against him, but you remain firm on your stand and lodge a case to recover your hard earned money.
