Owner not refunding Deposit for Rented flat

How can i proceed legally on topic as my owner is not responding to any of my msgs or call and he stays in USA. ?
It has been over 39 days since my follow up.
You can send a legal notice demanding the return of your security deposit. If there is no response, you may file a recovery suit in civil court. If the agreement allows, consider arbitration or mediation.

For a start you can send legal notice to his address, also on email and WhatsApp and give him 15 days to reply/ return your deposit.
If not then you can proceed further in order to file a case against him in the court of law.
