Original documents retained by college for unpaid fees

College not giving my original documents they retained it because I was not able to pay fees

You can lodge a Police Complaint and get it turned into a FIR for blackmailing you and trying to extort money from you by keeping your Personal Documents into their Custody on which they do have rights. If their fees in pending, they can pursue the case legally to recover fees from you. But they do not have any legal rights to either hold or retain your Degree Documents which are important for your Career.
