Online Telegram Fraud. Complaint raised on Cyber Portal

I am a victim of financial fraud. I raised complaint on cyber portal and they've freeze bank account of the accused. Accused have Rs. 5.74 lakh. I wanted to recover my Rs. 4.95 lakh hence required court order to it from bank. My principle amount is Rs. 2.30 lakh.
On the basis of the complaint & transaction
1. Legal notice to bank for not to disburse the amount to accused.
2. You’ll have to file civil suit against the accused for recovery & also you’ll add the concern bank as a necessary party.
3. In the suit you’ll to file separate application for not to create third party & disbursement of amount to anyother than you.
