not filing an FIR in police station

I want to file a SC ST atrocity complaint against someone through court what is the procedure?

hi if the police are not filing the FIR then you could file a private complaint before the concetned magistrate to direct the concerned authorities to register the FIR and to conduct investigation as per procedure
