If your sister discontinued the BHMS course due to genuine medical reasons, the college cannot automatically compel payment of the entire remaining course fee unless there is a valid contractual clause expressly permitting such recovery. Further, educational institutions are generally not entitled to unlawfully withhold original certificates and documents submitted by students. You should immediately submit a written representation along with all relevant medical records seeking cancellation of admission and return of original documents. Preserve copies of fee receipts, admission forms, undertakings and correspondence with the college. If the college continues to retain the documents or insists on excessive fees, you may issue a legal notice and pursue appropriate remedies before the concerned regulatory authorities and competent court/forum for return of documents and other reliefs. Please share the admission agreement/undertaking signed at the time of admission for specific advice.

The college cannot ordinarily retain original documents. Send a legal notice seeking return of documents and challenge excessive fees. Medical records and admission terms will be relevant evidence as per the concerned provisions of law.
