Money Recovery from vendor not paying his dues

MY factory and GST UP in noida, wan to send legal notice to my client who has not paid dues to me, client located in west delhi, do i need a lawyer from Noida UP to send Notice them?
any lawyer can sand notice to them for this you don't require a lawyer from up only. but yes when you file a case from up as yours factory located to up then you require lawyer from up. you can file case against them in sections of criminal breach of trust, Misappropriation of money and cheating. who's are 406, 407 and 420 of IPC.
