Money recovery from a friend which was paid 18 months earlier

I have given money to a friend of my for my visa and immigration work. He is in mumbai and had promised it will be done in 3 months. It has been more than 18 months since I have paid the amount. I do not want to proceed further with that and asked for a return of money. I need a legal advice for how should I proceed with this. I met the person and got a written note on a paper that he will pay back to me on or before 11th June and since that day he is not answering my calls.

hi what was the mode of transferring amount to him whether it was online and if he is not paying amount then you could file suit for recovery of money by sending legal notice asking him to pay the amount first then you could file case against him based on the amount given to him
